Like Tower Hamlets' IdeaStores (" Neighborhood libraries as nodes in a neighborhood and city-wide network of cultural assets ," 2019), it should have been placed in the commercial district. Maybe the National Park Service Urban Agenda: A call to action initiative (2015) can help facilitate this, but I am not holding my breath.
