In Michigan, land banks are quasi-governmental entities, created pursuant to Michigan’s Land Bank Fast Track Act (Public Act 258 of 2003), and represent rural and urban communities across the state. The scenario for this pandemic (excluding the recovery) was fully formulated over the period 2003-2009. There were major exercises on pandemics in 2005, 2007 and 2016. Public Health England, London, 57 pp. I have taught it every year since then. Plans were made in the UK in 2006, 2008, 2011 and 2014.
