Around 2006 it "repaired" Thomas Circle, which decades before had been cut through with more road travel lanes. The city did a plan for the area around 2003. I will say that adaptive management is a lot like my old "Action Planning" approach, which uses the design method, and dates back to 2008 and observation of best practice then.
