An art gallery type building won't have near the economic return as a sports arena, provided it is super well planned. Plus they have a bias against development to begin with, think developers are monsters because they make profits, etc. Most economic development planners don't know the difference.

October 24, 2002. Benning Road, the extension of H Street is in the upper portion of image. It mentioned how the RFK campus planning effort by Events DC did mention an arena, but the point never got much play. Giants fans leave the MUNI headed for the park. Mike Kepka/San Francisco Chronicle Streetcar expansion too.
