Council Relationship to City Employees

This week I had the opportunity to travel to Salem, Ore., to present at a conference that included officials from counties and cities.

Before my presentation I sometimes walk around to introduce myself and chit chat with attendees.

Imagine my surprise when one such attendee told me that his city had only two employees. I then asked how many council members there are for the city and there are seven. My mistake was in not asking what the population of the city is.

Seven council members and two city employees. Go figure!
