In 2010 and 2012 I wrote about such initiatives for the Detroit Zoo (actually located in Oakland County) and the Detroit Institute of Arts, which were caught up in the city's bankruptcy. Georgia introduced a new way to create transportation districts, then expected people to vote up or down in less than a year (" Failure of the transit-roads sales tax measure in Metro Atlanta ," 2012).
