From 2000 to 2001, the number of mortgage foreclosures in Cuyahoga County went from 5,900 to almost 7,000. This number rose to 8,700 in 2003, 9,700 in 2004, 13,943 in 2006, and 14,946 in 2007. Everything seemed to work as planned—until 2008. The trend continued for the next several years.
